These packs are what the British Army issued to their patrol packs in desert environments. Most of these come from the mid to late 2000's and haven't seen any use since the Army transitioned to MTP fairly quickly. Intended to both better conceal soldiers packs as well as keep dust or other debris from entering their pack, these covers are made from pretty thick majority cotton material. A thick internal bungee cord runs around the rim to hold it securely in place around your pack.
